Founded in 2009, KEYS is a 501(c)(3) nonprofit organization, private-public partnership, dedicated to enhancing access to supportive services for low-income residents in San Bernardino County.  KEYS provides an array of services including case management to assist families and individuals in accessing existing resources and services within the County.



The individual in this position will provide housing navigation and case management services for the KEYS Rapid Rehousing Program throughout the County of San Bernardino.  Housing Navigators are expected to adhere to the highest standard of social service ethics in the performance of their job requirements.  The Housing Navigator will work in partnership and collaboration with multiple agencies to help rapidly rehouse homeless families.  


This is a floater position that will travel throughout San Bernardino County.



  • Verify referred homeless individual and/or family qualifies for Rapid rehousing program and conduct an initial intake and assessment.


  • Develop and monitor Individualized Service Plan by completing appropriate forms with clients to identify specific actions needed for successful stabilization of program participants.


  • Directly help the identified family by: locating housing; filling out housing applications; providing mediation with landlords and neighbors; providing written information about landlord/tenant rights and responsibilities; reviewing and understanding the requirements of the lease; obtaining, interpreting, and correcting, as needed, rental and credit history; obtaining identification and other documentation needed to apply for housing; developing a household budget and reducing expenses to the extent possible; reducing or re-negotiating debt and/or obtaining other consumer credit counseling assistance; providing information and referral to employment and free or reduced-cost goods and services.


  • Partner with community and faith based partnerships to negotiate and support payment of security deposits, utility assistance, rental assistance, furniture needs, and other housing costs as appropriate to the situation.


  • Make referrals of families identified on the ITSP as requiring more extensive case management to the County of San Bernardino Department of Behavioral Health (DBH) for Life Skills Training, mental health, substance abuse, or other needs.



Bachelor's degree in social work, human services, counseling or other behavioral science or equivalent.

Demonstrated experience working with populations who are high risk and experiencing homelessness, substance/drug abuse and experience with mental health a strong plus. Minimum of two years experience in human services.  Bilingual in English/Spanish a plus. Ability to provide own transportation with acceptable driving record and auto insurance limits.



Full-time non-exempt position paying $16-$19/hr. KEYS provides medical, dental, life and vision insurance options for all full-time employees. Optional 403(b) plan. Employees are eligible for enrollment the first of the month following 30 days of continous employment.  Paid holidays, Vacation and Sick time.
